关羽window.open()的参数url中汉字出现乱码的问题

在下使用window.open('new.php?name=关羽','','width=200,height=200');语句打开指定窗口。
new.php的源代码为：

header('Content-Type:text/html;charset=gb2312');
echo $_GET['name'];
?>
使用ie是输出正常，使用firefox是变成了乱码。
有什么办法使得firefox中的中文输出正常。要求必须是bg2312.
